  The Obama Administration is considering a major revision of the U.S.-Japan defense guidelines that could permit Japan a first strike capability against potential enemies, the first time that this would be allowed. Of course, the only “potential enemies” that could be the targets of a first strike would be North Korea and China.

  Secretary of Defense Chuck Hagel and Secretary of State John Kerry will be in Tokyo, next week, to discuss the guidelines with their counterparts, background briefers reported at the Pentagon, yesterday. When asked specifically about the first strike capability, one senior defense official said that the objective of the review is to produce “an overarching framework document that kind of sets the path forward for how the alliance will evolve in the future.” At the core of the guidelines, he added “is a discussion about both the current and the future roles, missions and capabilities of the U.S-Japan alliance, and that’s a discussion that we have yet to have, that we will have as part of the defense guidelines review process.”

  Neither of the briefers would take venture a guess about how long the review process would take, only that it was likely to be extensive, since the last time the U.S.-Japan defense guidelines were revised was in 1997.
