  The New State Solution is a conflict ending alternative to the status quo between Israelis and Palestinians. During the month of February, 2018, a working group of senior security and policy experts briefed select members of the United States Senate and the United States Congress about the proposal. On Tuesday, February 13, the working group presented the New State Solution to a bicameral, bipartisan audience of policy staffers on Capitol Hill. At the core of this policy position are the following stipulations: 1) There must be no forced transfer of any population. 2) The New State must be an independent, sovereign, viable and potentially thriving state for the Palestinian Arabs. 3) The New State Solution must adhere to the formula of the provision of two states for two peoples living side by side in security.
