  NSA chief, Michael Rogers, was speaking at a cyberwarfare conference in Estonia recently when he made comments pointing to is belief that the NSA, and all agencies interested in Internet security, should not be bound by the laws of individual countries. He instead believes the Internet should be governed by laws similar to those in place under maritime regulations.
