  The mood in Sevastopol, Ukraine was cheerful and festive with many waving Russian flags and honking car horns to celebrate the passage of the Crimean referendum to join Russia on Sunday. Other cities have also joined in on the celebration, and international election observers even took time to note the festive atmosphere. Reporting that everything went according to plan, only minor hiccups were observed according to the observers. With the results now in, the Crimean government has officially declared independence and has sent a delegation to Moscow to begin adapting the Crimean financial system to accommodate dual currencies and also address energy issues.
