  HM Treasury preannounced today that they will be slashing interest rates for savers in the Treasury-backed National Savings & Investments accounts starting from November 20, 2020. This, in our opinion, smell of desperationas HM Treasury is most certainly strapped for cash and trying to attract funds by this pre-announcement.
