It’s been a month since UN Secretary General António Guterres appealed for a global ceasefire to “end the sickness of war and fight the disease that is ravaging our world … The fury of the virus illustrates the folly of war.” Peace and humanitarian organisations have been unsurprisingly swift and categoric in their support for the initiative, and the Pope appealed for unity as “one human family”.

Yet the response from the permanent members of the UN Security Council has been muted and divided. Despite giving early support for the initiative, the US and Russia have being stalling amid concerns about constraints on their counter-terrorism and military activity.
