EU LEADERS have been celebrating the launch of their new defence co-operation pact – again.

The Permanent Structured Co-operation (PESCO) – a European army in all but name – has already been feted at several different launch events over recent months. But it has now received the official blessing of heads of state and government who joined to toast its success at their summit in Brussels. Critics have dismissed the initiative as a paper tiger but European Council President Donald Tusk hailed it as a big moment in the history of the EU.

Mr Tusk said PESCO was the successor of a more than 50-year-old vision for European security co-operation. He said: “The dream was at odds with reality. Today the dream becomes reality. “PESCO is good news for our allies and bad news for our enemies.” Twenty-five of the EU’s current 28 members have signed up — Britain, Malta and Denmark are not involved.
