Moscow has vowed to respond to the deployment. Meanwhile, Russia has been at odds with US-led NATO over its eastward expansion toward Russian borders. At a NATO summit next month, Turkey and Romania are expected to push for a bigger NATO presence in the Black Sea. Relations between Russia and the West have been increasingly tense since early 2014 over the Ukraine conflict.
