- An activist says Israel’s plan is to build so many settlements that only fragments of land are left to try to prevent the possibility of a Palestine state. In the background of this, Israel has been expanding its settlement building, illegal under US resolutions and international law, on occupied Palestinian territory for several years now with the obvious belief that if a building is on the land it can not be negotiated back to the Palestinians.
