The growing weight of sane military and strategic analysis argues emphatically against any military strike on Iran’s nuclear program, because of the danger of bringing on a wider war likely leading to thermonuclear confrontation with Russia and China. The Center for Strategic and International Studies’ Anthony Cordesman has added to that weight with a 98-page study of U.S. and Israeli military options, and the consequences of exercising such options, that was released this past week. Cordesman comes to a two-fold conclusion as a result of his study:

* “Israel does not have the capability to carry out preventive strikes that could do more than delay Iran’s efforts for a year or two.” This conclusion is completely coherent with the warnings that have been issued by Chairman of the Joint Chiefs of Staff Gen. Martin Dempsey over the past few weeks.

* The U.S. might be able to delay the nuclear program for up to 10 years. But to do so, it’ll be an enormous undertaking. The initial air strike alone will “require a large force allocation [including] the main bomber force, the suppression of enemy air defense system[s], escort aircraft for the protection of the bombers, electronic warfare for detection and jamming purposes, fighter sweep and combat air patrol to counter any air retaliation by Iran.”

Any preventive military campaign against Iran launched by either or both the US and Israel would have enormous consequences for the world economy, as well. The Strait of Hormuz would almost certainly be immediately closed, cutting off the flow of 17 million barrels of oil per day, which few options to bypass the closure. The result would be a large rise in the price of crude oil. Cordesman doesn’t venture to forecast by how much, but reports the Energy Information Administration’s estimate that a %10 sustained rise in the price of oil could result in reducing global GDP growth by 0.5 percentage points.

When it comes to the consequences of a unilateral Israeli strike, things get particularly ugly. An Israeli strike would be very high risk with a low probably of success. “A strike by Israel on Iran will give rise to regional instability and conflict as well as terrorism,” Cordesman writes. “The regional security consequences will be catastrophic.” Again, as above, Cordesman’s warning is coherent with Gen. Dempsey’s recent comments as to why Israel should not strike Iran. Cordesman even considers the scenario of an Israeli strike using low-yield penetrating nuclear weapons, but leaves the obvious conclusions of that unstated.

Cordesman concludes his by summarizing a March 29, 2012 New York Times report on a classified US Central Command war simulation called “Internal Look.” The simulation considered what the aftermath of an Israeli strike on Iran might be, and came away with frightening conclusions. The exercise forecast that an Israeli strike would lead to a wider regional war, drawing in the United States and leaving hundreds of Americans dead. US Central Command chief Gen. James Mattis was said to be particularly disturbed by the results, telling subordinates that an Israeli first strike would have dire consequences for the region and endanger American forces stationed in the Gulf.
