  THE EU is falling apart while politicians sit around endlessly debating without taking action, the European Parliament president Antonio Tajani warned.

  The Italian politician quoted an arcane passage from 3rd century Roman historian Livy and said “While Rome talks, Sagunto falls” – which most commentators took to mean that while the EU keeps talking about migration without solving the issue the EU is facing collapse. The fall of Saguntum by Hannibal was in the third century and triggered the Punic Wars.

  Tajani’s high-brow outburst came as the 28 member states worked through-the-night on the biggest issue that has split the bloc since the 2015-2016 refugee crisis.
